In General, Some Rights of Condominium Unit Owners:

1. Right to distribute written information relative to the condominium.

2. Right to examine and copy any record of the condominium.

3. Right to review and comment on the proposed annual budget.

4. Right to be notified of any alleged rule violation.

5. Right to present evidence and cross-examine witnesses at a hearing.

6. Right to be notified of proposed rules and to comment on them.

7. Right to nominate one’s self or any other person to be a member of the board.

8. Right to attend and speak at meetings of the board and committees.

9. Right to use condominium common elements.

10. Right to assemble for the purpose of considering condominium matters.

11. Right to be informed of increases in excess of 15% of budgeted amounts.

12. Right to be notified of proposed rules and to comment on them.

In General, Some Rights of HOA Owners:

Energy Useage Disclosure Required Beginning January 1, 2009 by Montgomery County, Maryland.



The County Council passed Bill 31-07 last April 2008. The substance of the Bill is to mandate that potential and ultimate buyers of residential real estate have access to the energy useage history of the property they are purchasing. There has been some confusion that the Bill was intended to require Home Energy Audits, but that is not the case. MHA Seeking Input From HOA/Condo Boards/Residents For Coming Legislative Proposals

The Maryland Homeowners Association (MHA) is seeking to enlist the support of Maryland HOA & Condo Boards and their residents for support for stronger consumer-friendly legislation and for sharing their resources. MHA is developing a database of resources from the HOA and Condo Association communities. They'd like to incorporate community manager recommendations, and also vendors utilized in the management of communities. For example, any comments related to experiences with snow plow contractors, landscapers, and bookkeepers would be helpful. More to follow.
